Rules and Regulations in Relation to Cosmetology and the Practice of Barbering

The State of Florida deems it necessary in the interest of public health, safety, and welfare to regulate the practice of barbering and cosmetology. The regulating agency responsible for the implementation and oversight of these professions is the Department of Business and Professional Regulation's (DBPR) Division of Profession's, Board of Barbering and the Board of Cosmetology. Following are the laws and rules that regulate both professions:

Commission for Independent Education

Cosmetology and barbering schools are licensed through the Commission for Independent Education (CIE). In addition to new institution applications, the Commission also oversees the following:

  • Substantive Changes
  • Change of Ownership/Control
  • Annual Renewals
  • Program Additions/Modifications
  • All Other License Related Matters

The Commission meets to review applications and other license matters four times a year. Application requests to be considered as agenda items at the next scheduled Commission meeting are required to be submitted according to the CIE schedule.

Board of Massage Therapy

Massage Establishments (including Salons offering massage therapy) and individual massage therapists are required to apply for licensure through the Department of Health's Board of Massage Therapy. The Board meets to review applications and other license matters four times a year. Application requests to be considered as agenda items at the next scheduled Board meeting are required to be submitted according to the Board schedule.
